The SCE Letter to MHI Nov. 30, 2004 http://www.epw.senate.gov/public/index.cfm?FuseAction=Files.View&FileStore_id=ccfadddd-50a3-4947-8a49-45e54e9dd2a4 In short, SCE knew that their might be BIG problems, but told MHI to build them anyway, because SCE could not afford wasting time and lost generation money on a long review process and/or having one or more annoying public hearing(s)!
