Governor Brown's call to conserve water

Here in the Temecula Valley, those who conserve water are penalized by the Water Districts and charged 2-4 times more per unit of water than those who waste water.  If the Governor really wants to save water, then the way water is priced should be his top priority.  Fixed charges like debt servicing, sewers and property taxes should be eliminated.  Instead the unit price of water should be raised to include these fixed charges.

The people who are wasting large amounts of water can either afford it or they do not care to conserve.  How does a volume discount benefit the general populace and promote water conservation?  The real solution to the water shortage must include a way to motivate wasters to conserve.

The current method of pricing water penalizes those who can least afford it.
