Man Files Excessive Force Complaint Against Newport Police
Resident Thomas Quinn says Newport Beach police beat him up and pulled down his pants when they arrested him last November.
Newport Beach police arrived at Thomas Quinn's house on the night of Nov. 29 after his ex-girlfriend called police and claimed he stole her property, the newspaper reported. In his complaint filed in Orange County Superior Court, Quinn said during the investigation a police officer became "enraged" with him, punched him, shoved him into a wall and pulled down his pants.
Aaron Harp, city attorney, told the Daily Pilot the city has not been served with the complaint but he has seen a copy.
"Based on a review of the incident, it is my opinion that the claims of excessive force are without merit, and that the officer's actions were appropriate given the circumstances," Harp told the newspaper.
