Fairfield State Rep. Devlin Proposes Transportation Lockbox Bill

The bill would prohibit transfers from the Special Transportation Fund.

State Rep. Laura Devlin (R-Trumbull, Fairfield) has proposed a transportation ā€œlockboxā€ bill that would keep funds marked for transportation in the transportation budget.

Devlin said that there is no question that Connecticut is in dire need of transportation renovations, especially to the Metro North New Haven rail line. There are also 410 bridges in the state that have at least one structural deficiency.

In 2013-2014 the Special Transportation Fund received a net $91 million less than what was promised and the current budget assumes a raid of $20 million, according to Devlin.

ā€œIf Connecticut is serious about investing in its transportation infrastructure, we need to start by ensuring the funds collected that are earmarked for transportation are actually spent on transportation. This bill would do that,ā€ she said.

ā€œIn his address to the General Assembly on January 7, Governor Malloy also proposed a lockbox and said that he is willing to take it a step further by seeking a Constitutional Amendment to protect the Special Transportation Fund from future raids.ā€
