Police Bust Up Whitney Road Heroin Mill Operation, Arrest Four

Four people were arrested at a Whitney Road residence Tuesday.

Manchester Police arrested four people Tuesday when they raided a home on Whitney Road and found evidence of a heroin mill operation. 

Police executed a search warrant at 29 Whitney Rd., according to a statement, and seized 515 bags of heroin packaged for sale, .13 ounces of raw heroin, packaging and weighing equipment, $5,962 in cash and an 2007 Infiniti. Police said a four-year old child was home during the raid, so they notified the Department of Children and Families. 

Four people were arrested at the residence and charged with the following: 

Alexander Rodriguez, 36, of 29 Whitney Rd., Manchester, was charged with possession of heroin, possession of heroin with intent to sell, possession within 1,500 feet of a school, possession of drugs with intent to sell within 1,500 feet of a school, possession of drug paraphernalia, possession of drug paraphernalia within 1,500 feet of a school, operating a drug factory and risk of injury to a minor. 

Wilmary Santos, 27, of 29 Whitney Rd., Manchester, was charged with possession of heroin, possession of heroin with intent to sell, possession within 1,500 feet of a school, possession of drugs with intent to sell within 1,500 feet of a school, possession of drug paraphernalia, possession of drug paraphernalia within 1,500 feet of a school, operating a drug factory and risk of injury to a minor.

Ivan Santos, 52, of 29 Whitney Rd., Manchester, was charged with possession of heroin, possession of heroin with intent to sell, possession within 1,500 feet of a school, possession of drugs with intent to sell within 1,500 feet of a school, possession of drug paraphernalia, possession of drug paraphernalia within 1,500 feet of a school, operating a drug factory and risk of injury to a minor.

And Norma Marzan, 63, of 29 Whitney Rd., Manchester, was charged with possession of heroin, possession of heroin with intent to sell, possession within 1,500 feet of a school, possession of drugs with intent to sell within 1,500 feet of a school, possession of drug paraphernalia, possession of drug paraphernalia within 1,500 feet of a school, operating a drug factory and risk of injury to a minor.

The arrests were the result of an investigation by the East Central Narcotics Task Force, which in cooperation with other municipal, and federal law enforcement agencies, is interested in stopping illegal narcotics sales and use in the Manchester, South Windsor, and Glastonbury communities.
