These 15 Non-Compliant Sex Offenders Are Wanted in Lake County

The Lake County Sheriff's Office is asking for the public's help to track down non-compliant sex offenders.

"There are several non-compliant sex offenders listed on the (Lake County Sheriff's Office) website, and with children being on summer break, now is an important time to remind the community of the non-compliant sex offenders," Lake County Sheriff's Office spokesman Christopher Covelli said in a news release on Tuesday.

Registered sex offenders are required to comply with all registration requirements, which include physically appearing at their proper sheriff’s office or local police department for a weekly, quarterly, or yearly registration.

In addition to the physical registration requirements, the Lake County Sheriff’s Office is responsible for checking the residential compliance of all sex offenders who establish residency in the jurisdiction of the sheriff’s office. The residential compliance checks of registered sex offenders are conducted in accordance of the standards set forth by Illinois statute. When sheriff’s detectives determine a sex offender is non-compliant, they seek an arrest warrant for the violation.

Police are asking residents who may recognize any of the non-compliant offenders listed below, even if they are going by a different name, to call the Lake County Sheriff’s Office at 847-549-5200 or Lake County Crime Stoppers at 847-662-2222. You may also send a tip via the Lake County Sheriff’s Office website. Residents are reminded not to approach or attempt to apprehend any of the non-compliant offenders.

“These at-large sex offenders could be someone you see in the neighborhood, someone working at your local convenience store, or someone you see at local events," Lake County Sheriff Mark Curran said. "A tip from the public may be all it takes to aid in their apprehension.”

“Violating the sex offender registration act is a very serious matter, and a risk to public safety. The Lake County Sheriff’s Office takes aggressive steps at working to locate all Lake County non-compliant sex offenders," said Undersheriff Ray Rose.

The following registered sex offenders are non-compliant and have active arrest warrants:

Pankaj Najinbhai Amin, 62, last known address was in Waukegan. Amin is a registered sexual predator and his victim was under the age of 18. He is wanted on a $250,000 bond for failure to appear.

Darwin Sauler Calilap, 43, last known address was in Beach Park. Registered Child Sex Offender who is wanted on a $30,000 bond for violation of a court order.

Daniel C. Cervantes-Cruz, 33, last known address was in Waukegan. Cervantes-Cruz is a registered sexual predator and his victim was under 18 years old. He is wanted on a $50,000 bond for failure to appear and on a $90,000 bond for escape.

Anselmo T. Cruz, 35, last known address was in Waukegan. Cruz is a registered sexual predator and his victim was under 18 years old. He is wanted for failure to appear on a $75,000 bond.

Eric E. DeGelder, 44, last known address was in Beach Park. DeGelder is a registered child sex offender. He is wanted on a $50,000 bond for failure to appear and on a $30,000 bond for failure to appear.

John Eugene Johnson, 33, last known address was in Ingleside. Johnson is a registered sexual predator and his victim was under 18 years old. He is wanted on a $50,000 bond for failure to appear.

Barnell L. Love, 36, last known address was in Kenosha, Wis. Love is a registered sexual predator and his victim is under 18 years old. Love is wanted for failure to appear on a $75,000 bond.

Adrian E. Maldonado, 45, last known address was in Waukegan. Maldonado is a registered sexual predator and his victim was under 18 years old. He is wanted for escape.

David Manzano, 41, last known address was in Waukegan. Manzano is a registered sexual predator and his victim was under 18 years old. He is wanted for failure to appear on a $200,000 bond.

Ryan T. Masters, 24, last known address was in Volo. Masters is a registered sexual predator and his victim was under 18 years old. He is wanted for failure to appear on a $100,000 bond.

Alejandro J. Mendez, 52, last known address was in Waukegan. Mendez is a registered sexual predator and his victim was under 18 years old. He is wanted on a $250,000 bond for failure to appear.

Marco Antonio Sanchez-Garcia, 41, last known address was in Waukegan. Sanchez-Garcia is a registered sexual predator and his victim was under 18 years old. He is wanted for aggravated criminal sexual abuse and there is bond warrant for his arrest on that charge. He is also wanted on a $50,000 bond for escape.

Bernardino Sedano-Carballo, 38, last known address was in Waukegan. Sedano-Carballo is a registered sexual predator and his victim was under 18 years old. He is wanted for failure to appear.

Ronald P. Terrell, 35, last known address was in Waukegan. He is a registered sexual predator and his victim was under 18 years old. He is wanted on a $50,000 bond for sex offender registration violations.

Leigh Usher, 33, last known address was in Waukegan. He is a registered sexual predator and his victim was under 18 years old. He is wanted on a $100,000 bond for failure to appear and on a $60,000 bond for escape.
