Blotter: Police Say Care Provider Exploited Elderly Victim

The following incidents are among the official reports of the and . Readers are reminded that an arrest does not constitute a finding of guilt. Only a court of law can make that determination.


Fire call

An officer responded to Skate Park, 29850 Skokie Highway, for a report of a small fire started by a group of teenage boys at 5:37 p.m. March 31. The officer spoke with several boys who said they did not know who started the fire. After none of the boys would indicate who started the fire, the officer advised the boys that if they couldn't be honest and treat the park appropriately, they would have to leave the park. The teens left the park. 


An officer took a report at 2:55 p.m. March 29 of a lost/missing/stolen license plate that last was seen on Route 176 and Shagbark Road about noon March 16, 2012. 

Suspicious Circumstance

An officer responded to Lillian Dells for a report of several subjects walking down to the beach at 10:38 p.m. March 27 near Maple and North avenues. The officer issued four citations for violation of beach curfew. Two of the subjects were in violation of curfew ordinance ad were turned over to their parents. 

Suspicious Person

An officer observed an occupied vehicle with an interior light on at 4:48 a.m. March 26 in the 200 block of Green Bay Road. The homeowner said she could not sleep and wanted to smoke, but it was too cold outside. No other irregularities observed.



A home in the 300 block of Circle Lane was reported burglarized at 7:56 a.m. March 26. No force was used to enter the home. Items taken included jewelry, documents and electronics. The investigation continues.

A home in the 1500 block of Telegraph Road was reported burglarized between 8:30 a.m. and noon March 25. The homeowners returned home to find their house had been entered with no force used to gain access. Items taken included jewelry and silver. A female suspect was identified, described as black, 5-foot-2, middle-aged, stocky build, medium length hair in a ponytail, dark blue sweater, and black plants. She was seen walking south from the scene. The investigation continues.


Maria R. Manzanero, 41, 1709 W. Monroe, Waukegan, was charged with theft, aggravated identity theft and financial exploitation of the elderly at 1 p.m. March 25 in the 500 block of Oakwood Avenue. Manzanero was held on a $250,000 bond pending a March 26 court date in Waukegan. No further court information was available. Manzanero, a home health care provider, between Nov. 1, 2009 and July 30, 2011, stole $25,000 from an 80-year-old homeowner. She used the assets of the victim's fund from a bank of more than $5,000; used the victim's identity to obtain more than $10,000, and obtained unauthorized control over property of the victim in excess of $10,000.

Several items including jewelry and sterling silver flatware were taken from a home in the 300 block of Lincoln Avenue between March 15 and March 15. The report was filed at 10 a.m. March 30. One set of sterling silver flatware was valued at $3,000. The value of the jewelry and other flatware was not available. The investigation continues.

Suspended Driver's License

Juan F. Gordillo, 19, of Waukegan, was charged with driving with a suspended license, failure to yield and no vehicle insurance at 5:04 p.m. March 29 near the intersection of Rockland Road and Eva Terrace. The officer conducted a traffic stop after Gordillo came out of a private drive and almost hit the officer's vehicle and another vehicle. He posted bond pending a May 3 court date in Park City.

No Valid Driver's License

Ricardo Cinchola, 22, of North Chicago, was charged with no valid driver's license and improper lane usage at 9:34 p.m. March 28 near the intersection of Green Bay Road and Bath and Tennis Club Road. The officer observed Cinchola cross the centerline and conducted a traffic stop. He posted bond pending a May 3 court date in Park City.
