Hernandez, 18, of the 100 block of Chariot in Wheeling, and Rosie Mendoza, 28, of the 400 block of Pleasant Run in Wheeling, were arrested after witnesses identified them as the offenders that stole merchandise from a store in the 4100 block of Dundee Road on May 18.
