The employees receiving the raise include the city's divisional superintendents, departmental directors, police and fire chiefs, and the City Manager and Assistant City Manager.

The maximum salary for the City Manager is $185,303. The maximum for the Assistant City Manager, police and fire chiefs, directors of finance and public works, is $142,733.
