County, state and federal officials will hold a ceremonial groundbreaking ceremony Tuesday for a low- to moderate-income senior apartment complex already under construction on Dundalk Avenue near the Logan Village Shopping Center.

The ceremony will be held at 11:30 a.m. May 14, at the construction site, 3455 Dundalk Ave.

Officials scheduled to attend the groundbreaking include Baltimore County Executive Kevin Kamenetz, Maryland State Senator Norman Stone, Baltimore County Councilman John Olszewski Sr., U.S. Department of Housing and Urban Development Field Office Director Carol B. Payne and Enterprise Homes CEO Chickie Grayson.

The complex is being built on a three-acre parcel that was once part of Logan Airfield, the first municipal airfield in Baltimore after World War I, according to a statement from Enterprise Homes.

When finished in 2014, the Greens at Logan Field will offer 84 one-bedroom and 18 two-bedroom rental apartments available to senior citizens earning 60 percent of the area's median income, according to the statement from Enterprise, a leading developer of affordable housing.

The new community, which will meet the Enterprise Green Communities Criteria, will be designed with a focus on energy efficiency and conservation of raw materials.

When completed, the project will include a fitness room, activity and computer room, laundry facilities, a TV lounge and hospitality suite.

The architectural firm of Grimm + Parker Architects designed the project, Baltimore-based Whiting-Turner is the general contractor, and Habitat America will serve as property manager once the project is finished.

The community is expected to cost $15.2 million to develop, according to the statement. Funding is coming from a variety of sources, including low-income housing tax credits, HOME funds, Partnership Rental Housing funds, EmPower Maryland, a Maryland tax-exempt bond, an FHA-insured construction loan and developer equity, according to the statement.

A sister project, dubbed The Greens at English Consul, is being built in the Lansdowne/Baltimore Highlands area of western Baltimore County.

Enterprise has completed more than 5,400 affordable and market-rate homes and rental residences in communities throughout the mid-Atlantic region, according to the statement.
