Neff, who was not wearing a seatbelt, according to police, was flown by helicopter to the University of Maryland Shock Trauma with life-threatening juries.
The primary cause of this collision appears to be driver error, failing to remain right of center, by Neff, police say.
Investigators are trying to determine what caused Neff to cross the center line; charges are pending review by the state’s attorney.
