A few years ago, as the Billerica Town Moderator, I became interested in the concept of electronic voting at Town Meeting. At that time there were only two towns utilizing electronic voting, Wayland and Chelmsford.
Since Chelmsford is right next door I called Chelmsford Town Moderator, Richard E. DeFreitas, and asked if he would be willing to spend a few minutes to discuss his views on the implementation of electronic voting, and if he could give me some tips.  The few minutes turned into hours of his guiding me through the process of implementing electronic voting.  Not only did he share how he prepared for this implementation he also detailed what he would have done differently.  He saved me hours of work by providing me with guidelines and other material that he had prepared for the implementation of electronic voting in Chelmsford.
Richard invited me to a Chelmsford Town Meeting to observe the operation in action, and later attended our Town Meeting to help answer questions that our Town Meeting Representatives had concerning various aspects of electronic voting.
I am proud to say that Billerica is tied for third in the state for implementing electronic voting.  This summer will be the fourth session in which we have used electronic voting and it has become the standard for Town Meeting voting in Billerica.  Since then, Richard and I have talked often and shared our thoughts on many issues confronting us at Town Meeting.  Richard has become a great resource for me as we both have the same desire to do the best job possible for our respective towns. I found Richard to be a great representative of the town of Chelmsford. Thank you Richard and good luck in your reelection campaign.
