received his own report card Thursday, a performance evaluation that summarized his efforts and accomplishments for the past year and gave him an overall ranking of "proficient."
The performance evaluation follows a new format adopted by state education officials. The evaluation tool grades superintendents in more than 20 categories, and places them into four broad classes of performance — unsatisfactory, needs improvement, proficient and exemplary.
Tremblay earned high marks in areas including family and community engagement, and management culture. The superintendent received a total of five scores that fell into the "needs improvement" range, said School Committee chairman Patrick Holland, in the area of instructional leadership.
The format was different, but school committee members at that time criticized his delegation of the instruction and curriculum functions to subordinates.
In summarizing the review, Holland read aloud from some of the School Committee member comments, without identifying the person who wrote it. In the area of instructional leadership, which includes curriculum, instruction and assessment of personnel, one committee member observed: "Progress has definitely been made in this area. I don't think a proficient rating is out of reach."
The performance evaluation was discussed in the School Committee's meeting Thursday. After the public session, the committee entered a closed session to begin contract negotiations with Tremblay, whose existing three-year contract expires at the end of June 2013.
Tremblay, the superintendent for three years, has been an administrator in the Milford Public Schools for 15 years.
Tremblay has received a copy of each School Committee member's review of his performance. He will review their statements, and come up with his own set of goals, which will be discussed at the next School Committee meeting.
