Behan Planning and Design of Saratoga Springs opened an office in New City earlier this month in order to be closer its lower Hudson Valley clients including the Town of Clarkstown. Behan has been working with the town for at least five years on the current New City revitalization plan as well as developing a “Vision Plan” for ’s downtown area and preparing some design work for Central Nyack.   

John Behan, AIPC, principal of the firm, said it was an ideal they had considered for a while.

“It’s always been a goal in our business plan to have an office in the lower Hudson Valley,” he said.  “We’re excited about being there, being part of New City.”

While the firm mainly provides planning and design services for municipalities, Behan said they are currently working for Rockland County.  That project involves the design of the property that formerly housed Annie’s Nails, which was demolished last year.  The parcel will link South Main Street near the Rockland County Courthouse to the adjacent .

Behan said members of the firm will be meeting with West Nyack property owners and will begin work on a design plan soon.  He said the area is unique.

“It’s a little different,” said Behan. “It’s a historic area.”

In Central Nyack, the firm is working on some of the enhancements for the Streetscape project including sidewalks and lighting near the community center and firehouse.  The firm also has submitted a proposal for a waterfront project in Haverstraw.

Rebecca Nolan, LEED AP, is based in the South Main Street New City office and is currently overseeing New City’s revitalization and design through the final stages of contract documentation and construction.  The third phase of the program will begin in the spring.  

Under Behan’s Community Planning section of its website, it lists the New City Vision Plan, New City Form-based Zoning Code and West Nyack Vision Plan. In its Design category, Behan includes Kevin Landau Park, South Main Street Streetscape Plan, New City Vision Plan and West Nyack Vision Plan.  Other Hudson Valley clients of Behan outside Rockland County are Walkill, Rhinebeck, Saugerties and New Paltz.  Behan has also worked on the Hudson Valley Greenway.

Nolan provides design services for community planning, public parks, streetscape, urban design and redevelopment projects as well as public facilitation and construction administration. She previously worked in Colorado and Connecticut. Nolan is knowledgeable about Leadership in Energy and Environmental Design (LEED) requirements and has integrated sustainability throughout the design process from visioning to plan formation through construction.
