The arrests were made Sunday in the county park.

Three New Rochelle men were arrested Sunday night after allegedly causing a disturbance at Glen Island Park, with two of the men charged with inciting to riot.

Around 6 p.m., two Westchester County Police officers on bike patrol asked a group of people who were playing loud music to lower the volume. Police said Candelario Sandoval, 40, of Chauncey Avenue became disruptive and began yelling and cursing. He was told he would have to leave the park because he was causing a disturbance.

When he refused to comply, he was placed under arrest. Police said as he was being handcuffed he urged the crowd in Spanish to attack the officers to prevent his arrest.

A large crowd gathered and multiple police officers from the Department of Public Safety, the New Rochelle Police Department and other neighboring communities responded to the park to help control the crowd.

Two other men were arrested when they allegedly attempted to prevent the officers from handcuffing Sandoval.

The charges are as follows:

  • Sandoval: inciting to riot, second-degree obstruction of governmental administration and resisting arrest, misdemeanors.
  • Antonio Mendoza, 36, of Union Avenue: inciting to riot, second-degree obstruction of governmental administration and resisting arrest, misdemeanors, and disorderly conduct, a violation.
  • Gustavo Oceguera, 32, of Washington Street: second-degree obstruction of governmental administration and resisting arrest, misdemeanors, and disorderly conduct, a violation.

All three men were booked at county police headquarters in Hawthorne and released on bail pending an Aug. 23 appearance in New Rochelle City Court.
