New Laws to Help Advance Technology in Libraries

The new laws were sponsored by Assemblyman Tom Abinanti, Chair of the Assembly Committee on Libraries and Education Technology

Two bills to support the modernization of libraries and library systems throughout the state have been signed into law. The new laws -- sponsored by Assemblyman Tom Abinanti (D-Greenburgh/Mt. Pleasant), Chair of the Assembly Committee on Libraries and Education Technology -- are aimed at upgrading broadband services and digital media access.

“Library use is on the rise in the 21st century and these new laws will ensure the state is supporting libraries’ use of 21st century technology,” said Abinanti.

Chapter 459 (A.7626) directs the State Department of Education (SED) to develop a comprehensive plan for increasing access to electronic books in public libraries.

“It is no surprise that library users have been more and more eager to access electronic books to read on mobile devices,” said Abinanti. “Under this new law, we are empowering SED to create a unified system for libraries across the state to acquire, share and preserve digital media.”

Chapter 480 (A.8168) allows libraries to access funds from the Public Library Construction Grant Program for the use of broadband installation. Currently, $14 million is appropriated through the program annually for public library construction, renovation, or rehabilitation of public libraries.

“Libraries are increasingly providing internet access to New Yorkers,” said the Westchester Assemblyman. “This new law will provide broader access for libraries – regardless of size or region – to upgrade their broadband systems and increase internet access for their communities.”

In addition to the two new laws, Chairman Abinanti helped secure major victories for libraries in 2015 including a 6% funding increase and the repeal of the MTA Commuter Tax applicable to downstate libraries.
