The Congers resident is accused of writing $778,995 in checks to himself, his kids and his mortgage company.

DA Charges Woodlands HS Official Stole From Teachers' Benefit Fund
Frank Gluberman was arraigned today on a grand larceny charge and accused of stealing more than $778,995 from a Greenburgh district teachers' benefits fund, the Westchester District Attorney's Office said.

He faces up to 15 years in state prison on the grand larceny charge, a felony. 

Gluberman, a Congers resident, had been treasurer of the Greenburgh Teacher's Federation and the Greenburgh Teacher’s Welfare Fund until he was promoted to assistant principal of Woodlands High School in 2012.

The Welfare Fund receives taxpayer money to cover teachers' and administrators' dental, vision and legal benefits, as negotiated between the district and the unions.

According to the DA, he wrote checks from the fund to himself, his two daughters and to pay property taxes on two homes over a 7-year period. He forged the signature of the fund's president for the required dual authorization. 

“This defendant used and abused his position as a trusted educator and administrator to both defraud the taxpayers of the Town of Greenburgh and steal from his colleagues and associates. His cynical raiding of the welfare fund of hundreds of thousands of dollars comes at a time of tight school budgets and dishonors the teachers and administrators who work diligently and professionally on a daily basis in the Greenburgh school system,” said District Attorney Janet DiFiore.

Bail was set at $50,000 cash over $100,000 bond. Gluberman's next court date is Jan. 10.
