An abandoned power plant on the Rappahannock River (and walking distance from the busy downtown district) is getting a second life from local businessman Ed Whelan.

The Free Lance-Star's business writer, Bill Freehling, spoke with Whelan. Read his report, including a look inside the Caroline Street plant.

Owner of The Inn at the Old Silk Mill across the street, Whelan is planning a multi-level restaurant taking advantage of the river view, according to Freehling, along with a "warehouse-style building" to include a parking garage and condos.
