Nicole Dozier Is Loudoun’s New Zoning Administrator

Strong local economy attracted new county official to move here from Florida.

Nicole Dozier, Loudoun County’s new Zoning Administrator, greeted the public and members of the business and development community at a reception in Leesburg on Thursday, October 6.

The relatively strong economy in Loudoun County was one of the main factors that attracted Dozier to leave her job in Florida and accept the position with Loudoun County.

“This area is unique in that Loudoun County has been able to maintain so well in terms of the economy and jobs,” she said. “That is extremely appealing.”

“A lot of places haven’t been able to maintain as well as Loudoun has economically,” she noted, citing jobs and the housing market as areas of strength in Loudoun. In comparison, Florida’s economy is not doing so well, she said.

She came to Loudoun in August after serving for six years as Zoning Administrator for Charlotte County, Fla. In that position, she administered and enforced the county’s zoning code; directed the activities of the professional, technical and clerical staff; advised county officials on code interpretation; established and maintained relationships between government departments, the general public, and federal, state and local officials; and oversaw all commercial and residential development and approval of all building permits.

She came to Charlotte County during the year after Hurricane Charley had devastated Charlotte County in 2004. When she arrived, the county was in the midst of its recovery efforts.

“The main challenge then was that a lot of contractors had come into the county who were not licensed, and did inadequate work,” she said, adding that as a result, many of the repairs failed to pass county inspections.

Dozier’s prior experience includes work in planning and zoning in Anne Arundel and Baltimore Counties in Maryland, the City of Passaic, N.J., and New York City.

A native of New York, she graduated with a Bachelor of Science degree from Rutgers University and earned a Master of Science degree in Urban Planning and Management from the University at Buffalo.

“Nicole’s expertise will serve the people of Loudoun County well as we move forward with many key zoning issues,” said Terry Wharton, Director of Building and Development for Loudoun County. “She has a proven track record in the areas of zoning and planning as well as in the economic and community development process.”
