The report stated that the driver called 911 and spoke with dispatch, saying she didn't want to make contact with police due to having minors in the vehicle.

Police took over phone contact with the driver on the 911 call, and ultimately the driver ended up complying with officers. According to the report, after a short time, Franklin police requested she be released along with her children who were also in the vehicle and to have the information for all subjects in the vehicle forwarded to Franklin PD.
