CT Lawmakers Pass Veterans Dental Care Program; CSDA Highlights “Dignity Through Access”
Bill now heads to Governor for signature, expanding community-based oral health care for veterans

The Connecticut State Dental Association (CSDA) announced today that the Connecticut General Assembly has passed House Bill 5406, landmark legislation establishing a statewide Veterans Dental Care Program. The bill, which passed unanimously in both the House and the Senate, now awaits the signature of Governor Ned Lamont.The program will provide eligible veterans with access to comprehensive oral health services—including preventive, restorative, and surgical care—delivered by dentists in their local communities.
“This legislation is about dignity,” said Kathlene Gerrity, Executive Director of the Connecticut State Dental Association. “Veterans deserve a permanent oral healthcare home—not fragmented or episodic care. This program ensures they can receive comprehensive treatment from a provider of their choice, in a setting that is consistent, accessible, and respectful of their service.”
By leveraging Connecticut’s existing network of private dental practices, the program allows veterans to receive care close to home—easing transportation barriers and eliminating reliance on sporadic charitable care. Instead, it establishes a sustainable, community-based system centered on continuity, quality, and patient choice.

Oral health is a critical component of overall health, yet many veterans do not qualify for comprehensive dental benefits through existing federal programs. This legislation directly addresses that gap, creating a pathway for consistent, preventive, and restorative care.“Access to dental care is a major gap in the veteran community,” said James Amaro, Chairman of Manchester’s Veterans Advisory Committee, in testimony during the current legislative session. “This program will help level the field and improve overall health outcomes.”
The Connecticut State Dental Association worked closely with lawmakers and stakeholders throughout the legislative process to advance the bill and ensure it reflects both patient needs and clinical standards. Authored by Co-Chairs of the General Assembly’s Veterans’ and Military Affairs Committee – Representative Jaime Foster and Senator Paul Honig – this legislation establishes a public-private collaboration between the CT Department of Veterans’ Affairs and the CSDA; it is expected to begin serving eligible veterans in 2027.
