TUCSON, AZ – Pima County Sheriff Mark Napier wants to switch to a merit-based pay system. He gave the four unions representing employees until Friday to agree.

The association of sheriff's deputies had a quick answer – no.

In a letter to the sheriff, the association said they hadn't been given enough time or enough details.
