NOTICE OF PUBLIC HEARING

NOTE: This meeting is being conducted utilizing video conferencing and electronic means consistent with the Governor’s State of California Executive Order N-29-20, dated March 17, 2020, regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the public may only view the meeting online and/or by television; public attendance in the Council Chambers will not be permitted. NOTICE IS HEREBY GIVEN that the Agoura Hills City Council has scheduled a Public Hearing for the purpose of taking testimony related to the consideration of a Resolution to update the California Environmental Quality Act (CEQA) Transportation Thresholds of Significance pursuant to Senate Bill 743. Please see below for information on public participation.

The purpose of the Public Hearing is for the City Council to adopt a Resolution updating the California Environmental Quality Act (CEQA) Transportation Thresholds of Significance pursuant to Senate Bill 743. State of California statutorily mandates that cities adopt Vehicle Miles Traveled (VMT) in place of Level of Service (LOS) as the metric for determining level of significance for CEQA by July 1, 2020. The Resolution has been determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA guidelines. The Resolution does not exempt any future project from CEQA, nor does it approve any development project.

PUBLIC PARTICIPATION: All interested parties are cordially invited to participate in this public hearing either by submitting written public comments by email or participating live by telephone. To submit written public comments, please include “VMT Thresholds” in the subject line and email to comments@ci.agoura-hills.ca.us by 4:00 p.m. on June 10, 2020, and your comments will be distributed to the City Council prior to the meeting. To participate live by telephone, please email your name and telephone number (including the area code) to comments@ci.agoura-hills.ca.us prior to the time the Mayor closes the public comment period on the public hearing. City staff will call you at the appropriate time to receive your public testimony. Public testimony is limited to three (3) minutes per speaker.

PLEASE TAKE NOTICE THAT if you challenge the above-noticed action in court, your challenge may be limited to only those issues you or someone else actually raise during the public hearing described in this notice or in written correspondence delivered to the City Council at or prior to the public hearing.
