High ground water and antiquated septic systems have plagued most of the homeowners at the lowest elevations on Fairview Pl. and Foothill Dr. for the last decade. Due to strict regulations imposed by Los Angeles County Health Department, even repairs to a system can start at $40,000 if sanctioned with permits.
