PUBLIC NOTICE

NOTE: This meeting is being conducted utilizing video conferencing and electronic means consistent with the Governor’s State of California Executive Order N-29-20, dated March 17, 2020, regarding the COVID-19 pandemic. Details and access can be found at www.ci.agoura-hills.ca.us (“City Council Agendas”). In accordance with Executive Order N-29-20, the public may only view the meeting online and/or by television; public attendance in the Council Chambers will not be permitted.

The Los Angeles County Local Agency Formation Commission (LAFCO) is preparing a Municipal Service Review (MSR), including for the City of Agoura Hills. The MSR documents and analyzes the public services of a city, and is a precursor to updating and reviewing a city’s Sphere of Influence (SOI), which is a plan for the probable physical boundaries and services of a city. The SOI is the likely boundary of the city in the future, and may include territories the city plans to annex into its jurisdictional boundaries.

A Draft MSR is being prepared by LAFCO and its consultant, Policy Consulting Associates (PSA), and will be made available to the public for comment in mid-July 2020 on the following MSR and SOI Update website:

At the regularly scheduled meeting at 6:00 PM on Wednesday, July 22, 2020 via video conference (in-person attendance will not be permitted), LAFCO’s consultant will make a presentation to the City Council on the Draft MSR and SOI Update recommendations. This is a discussion item only. Since the MSR and SOI Update recommendations are LAFCO documents, they will be considered by the LAFCO Commission at a publicly noticed meeting at a later date.

PUBLIC PARTICIPATION: All interested parties are cordially invited to participate in this public meeting by submitting written public comments by e-mail. Please note the subject matter (i.e., “MSR”) in the subject line and e-mail comments@ci.agoura-hills.ca.us by 4:00 p.m. on the meeting date, and your comments will be distributed to the City Council prior to the meeting.

A City staff report has been prepared on this item, and will be available for review on the City’s website at www.ci.agoura-hills.ca.us starting on Friday, July 17, 2020.
