CUSD's $2 billion dollar bond is creating a big mess for taxpayers.

So, any person who owns a boat in the Dana Point Marina, but does not live in Trustee Area 1, is going to be taxed without representation?

For example-

(1) If you live in the Saddleback Valley School District, but have a boat in the Dana Point Marina (which is the Capistrano Unified School District) which is subject to taxation under the CUSD's $2 billion dollar facilities bond, do you as a taxpayer get to vote on the passage or failure of the bond since you do not live in Capistrano Unified School District Boundaries? Do you get to vote on the Trustee for Area 1 since you are being taxed because you own a boat in Area 1?

(2) If you live in the Capistrano Unified School District, (in any area that does not currently have a Trustee up for re-election) and you have a boat in the Marina, do you get taxed without being able to vote for the Trustee in Area 1?

(3) If you live in an area with a Trustee that is up for election (areas 2, 3 and 5) and you own a boat in the Dana Point Marina (Area 1) do you get to choose which area to vote in?

Only those taxpayers that live within CUSD boundaries will be able to vote for the passage or failure of the Bond.

Only those taxpayers that live in Trustee Areas 2, 3 and 5 will be able to vote for a new Trustee.

How does all this work because it seems like there are a lot of taxpayers that are being taxed without any representation.

And finally - because CUSD has cut Rancho Mission Viejo out of the bond area - the only residents from RMV who will be taxed are taxpayers who own a boat in the Dana Point Marina.
