County Board of Supervisors Meeting Preview

Brief list of items to be addressed at the Nov. 12 meeting.

Sound Insulation Improvements In Lennox and Athens
Recommendation: Approve and authorize the Executive Director to execute a construction contract and all related documents with Karabuild Development Inc., using a total of up to $1,465,610, consisting of $300,936 in Federal Aviation Administration, $1,139,574 in Los Angeles World Airports, and $25,100 in Community Development Block Grant funds allocated to the Second Supervisorial District, to complete sound insulation improvements for 63 dwelling units on 35 properties (Project) in the unincorporated Lennox and Athens areas (2); authorize the Executive Director, if necessary, to reduce the scope of work and associated monetary amount to amend or to terminate the contract; and to approve contract change orders not to exceed $146,561 for any unforeseen Project costs, using the same source of funds; and find that the sound insulation improvements are exempt from the California Environmental Quality Act.

Funding of the local Investing in Early Educators Program
Recommendation: Approve and instruct the Chairman to sign a contract with the California Department of Education, Child Development Division (CDE/CDD), in the amount of $3,078,883 for the Child Care Salary Retention Incentive Program for Fiscal Year 2013-14, to continue funding of the local Investing in Early Educators Program which provides cash stipends to eligible participants who are working directly with young children in CDE/CDD funded child development programs or other qualified programs, and who complete at least one three-unit course in child development or who complete a degree.

Fire Helicopter Maintenance Agreement
Recommendation: Acting as the Governing Body of the Consolidated Fire Protection District (District), approve and instruct the Chairman to sign a contract between the District and Rotorcraft Support, Inc., in an amount up to $600,000 per year for a total of $1,800,000 for the first three years, for helicopter maintenance and repair services for the District’s fleet of six Bell 412 helicopters, effective upon Board approval, with two one-year extensions, and 12 month-to-month extensions, not to exceed a total possible contract term of six years; authorize expenditures for two additional one-year periods and 12 additional month-to-month extensions at the same annual amount of $600,000, to include a Cost of Living Adjustment request for a multi-year service contract; also authorize the Fire Chief to exercise the contract extensions, amend, suspend, and/or terminate the contract, if deemed necessary, in accordance with the approved contract terms and conditions; and find that the contract is exempt from the California Environmental Quality Act.
