• Banning's Outlook 'Remains Negative,' City Says Following Credit Agency's Report (patch.com) — Banning residents are being warned that the city's bond outlook remains negative as S&P Global Ratings cites ongoing fiscal stress tied partly to the Banning Electric Utility billing problems. While credit ratings were affirmed, S&P will closely watch whether the city's Workout Plan to Fiscal Sustainability improves cash balances, billing collections, and internal financial controls over the next year.
