Beaumont Permits & Mitigation Fees Since the Raids

Since the Raids the City of Beaumont has Issued over 6,000 Permits and collected over $106 Million in Mitigation Fees, so where’s the money?

The City of Beaumont Building and Safety Department has Issued 6,245 Permits in the last three years:

2015 = 2,052 Permits

2016 = 1,907 Permits

2017 = 2,286 Permits

Beaumont’s General Ledger records a total of $106,275,515.36 in Mitigation Fees Collected for the following Funds:

552 - BASIC SERVICES DEVELOPMENT $920,476.22

554 - GENERAL PLAN DEVELOPMENT $962,939.75

556 - TRAFFIC IMPACT DEVELOPMENT $6,352,564.00

558 - RAILROAD CROSSING DEVELOPMENT $10,267,260.58

560 - FIRE STATION DEVELOPMENT $ 9,946,741.47

562 - ROAD AND BRIDGE DEVELOPMENT $ 54,731,575.05

564 - RECYCLED WATER DEVELOPMENT $3,465,307.38

568 - REGIONAL PARK DEVELOPMENT $4,186,993.36

705 - WASTEWATER DEVELOPMENT $15,441,657.55

The City’s General Fund and LAIF Accounts combined had $49 Million as of December 31, 2018.

Before the Raids the Fire Station Fund contained an IOU for $27 Million, so the Fire Station Fund should be around $37 Million.

Wastewater and Recycled Water Mitigation Fees collected in the last three years is a little less than $19 Million - and that doesn’t include the $3.5 Million Sewer Fee Increase paid by the Citizens.

There hasn’t been $60 Million in Roads constructed nor has there been $10 Million spent to ‘develop railroad crossings’, but all the money is gone.

And even after being sued by the Beaumont-Cherry Valley Parks and Recreation District the City of Beaumont continues to collect and pocket Mitigation Fees for a Regional Park. That takes a lot of nerve.
