While no one wants to see barren dirt yards, does this ordinance / policy have the flexibility to include xeriscape? Doesnt sound like it. We need to face up to the reality of water supplies and where we live. Growing water needs need not be burdened with excessive water use. Yes I understand "growing plants" can be drought resistant varieties and use less water, but 85% coverage with growing plant?? I guess that "covered with growing plant" can be construed many different ways.
