What GAAP Reports Are, and What They Aren't

First I apologize as  the enclosed JPEG photos may be difficult to read.  I have provided the links...

  The first photo/ file is basically the GAAP audit sent to the State Controllers Office from the City of Hercules

  The second photo/ file is  the scathing reply from the SCO's office and a summary of THEIR finding.

  Guess WHO the accounting firm that provided the findings "...present fairly in all material respects...." etc etc etc?????

Im really sorry I missed the Council meeting Moss, Hartzeim & Levy attended to answer questions (from Castaldo).  The SCO's has a different perspective of Hercules City government.
