The City Manager and former Mayor now City Council Member each should have filed a Form 700 Statement of economic Interest after entering into the financial relationship as per Fair Political Practice Commission Regulations.
The City Council failed in its fiduciary responsibilities of overseeing the City Manager
The city Council has demonstrated little knowledge of Government Codes and Taft City Codes that govern the operation of the CityAs a result of the Committees findings, the Committee offers the following significant recommendations:
The City Manager be held accountable for inappropriate conduct as the City Manager
The City Council should direct the City Attorney to investigate the4 retroactive pay raises and determine if a gift of public funds occurred.
The Citizens of Taft should become more involved in holding the City Council members for their actions and/or inactions.
