The Banning Cultural Alliance's Youth Arts Council will be hosting a Halloween event Monday, October 31, from 6 to 9:30pm. A $50 prize will be awarded for best costume. The event is geared towards teen but younger trick-or-treaters will be welcome at the gate and everyone is welcome to enter the "Circle of Scare" that members of YAC will be hosting in the garden.
