PRR: SEC Compliance Report
Not One Member of the Beaumont City Council Knew the SEC Report was Due and Never Asked Parton for a Copy of the Report.
On August 22, 2018 the Securities and Exchange Commission Issued a Cease and Desist Order on the Beaumont Finance Authority: https://www.sec.gov/litigation/admin/2017/33-10406.pdf
The City has six months to hire honest Staff, set the City’s Finances, resubmit Financial Statements and Bond Certificate of Completions that are not Forged, and hire a Consultant that wasn’t associated with the current set of Crooks to file Compliance Report.
The only action taken was ‘Council Approved’ funneling money to an out of State Law Firm.

The SEC Compliance Deadline was February 20, 2018.
The February 20, 2018, Beaumont City Council Meeting contained Agenda Item 17: Ratify the Policies and Procedures Manual to the Accounting of Bond Proceeds and Recordkeeping in Accordance with the SEC Order: https://beaumont.civicweb.net/...

Makes it sound like the Agenda Item contains the SEC Report, doesn’t it? Well, it doesn’t. What is attached to Agenda Item 17 is something that Beaumont’s Staff made up themselves.
And apparently not one Member of the Beaumont City Council had even opened the Agenda Item, was aware that their Staff had pulled another fast one, or even that the SEC Deadline was February 20, 2018.
Beaumont City Manager Todd Parton explained to the City Council that he already submitted the Report to the SEC and Parton didn’t even offer to show the Council a copy of the Report.
And not one Member of Council had the nerve to ask Parton for a copy of the Report. They just sat there with blank stares on their faces and ‘Approved’ the document their Staff made up.
Judy Bingham had submitted a Public Records’ Request the morning of February 20, 2018, to produce the SEC Report that the Citizens paid for, but it wasn’t published, so Parton ignored it.
PRR: All documentation regarding the SEC Cease and Desist Order Issued on August 22, 2017.
Documentation should include, but no limited to, Invoices from Lawyers and Consultants, Communication, and a copy of the Report Submitted to the SEC by the deadline of February 20, 2018.
