Taped Phone Message from Belmont PD for Breaking News?

Does Belmont PD have a taped phone line where residents can call in to see what is occuring in their neighborhoods without disrupting Dispatchers by calling a different number?  Last night there was a sudden power outage in the Belmont Hills that lasted about an hour.  I am certain the PD got many calls to inquire and when all other technology shuts down with a power outage, our cell phones still work.  Would be nice to have a number to call to see what is occurring without taking time and engergy of a live dispatcher.  Yes?
