The sewer charges on your property tax bill (for a single family residence) are calculated based on three components:

1. Volumetric: the amount of water you use during a four-month period
2. Fixed: $273.00

3. Sewer Treatment Facility: $250.93
The volumetric component is based on how much water (Mid Peninsula Water District) you use between December 1, 2011 and March 31, 2012. So, for example, if you were to go on vacation during these four months and didn't use any water at all, the volumetric portion of your sewer charges would be zero.
On the other hand, the more water you use during these four months, the higher your volumetric amount, thus the higher amount you owe on your property tax bill.
As part of its conservation policy, the Mid-Peninsula Water District has a multi-tiered system, meaning the more water you use, the more you pay per unit. Similarly, PG&E has a multi-tiered system that rewards those who use less power.
