Mystery of Shopping Center "Sculpture" Solved

Thank you to those who posted their comments last week that has gotten puzzled looks from passers-by.

The valve was installed at as a safety precaution as directed by .  Should there be a natural disaster or major water leak, this valve would be used to shut off the water flow. There are several of these valves located throughout Belmont, each strategically placed to control the gravity-fed water supply that flows from Belmont's hillsides.

The shopping center expects to erect some type of barrier around the valve in the near future.
