It happened in marshland near Skaggs Island, the Vallejo Firefighters Association wrote in a tweet Sunday morning. The balloon pilot said the balloon had to make an "emergency landing" due to high winds that pushed the balloon toward power lines.
The crash left 10 patients, most of whom were suffering from cold weather. One person suffered a minor injury.
Photos at the scene showed multiple ambulances responded and a gurney had to be brought out. A helicopter also responded to the scene.
