This African-American holiday commemorates June 19th, 1865, when Union troops arrived in Galveston Island, Texas, and informed the slaves there, somewhat belatedly, that President Lincoln had signed the Emancipation Proclamation and they were free. The street fair south of the Ashby BART station will offer food, crafts, health screenings, a two-on-two basketball tourney, entertainment and cultural activities.
