With occupancy and rents climbing and very little new construction, big-money buyers are targeting local properties, betting that high home prices will keep renters in place. For Campbell residents, this could mean tighter rental markets and continued upward pressure on housing costs.
   

• California kills bill regulating Flock cameras even as public rage grows (heysocal.com) — Campbell leaders have recently ended the city's contract with license-plate reader company Flock Safety, part of a broader backlash against the surveillance technology. At the same time, a statewide bill to tighten rules on how police use and share license plate data quietly died in the Assembly. The outcome leaves privacy concerns unresolved even as more California communities, including Campbell, rethink these systems.
