MiraCosta College Appoints Student Representative to Serve on the Measure MM Independent Citizens' Bond Oversight Committee (ICBOC)

The MiraCosta Community College Board of Trustees appointed Robert Marcial to serve on the Independent Citizens’ Bond Oversight Committee (ICBOC). Required by law, the ICBOC is responsible for overseeing funds raised by the $455 million general obligation bonds designated to modernize aging facilities and upgrade instructional technology within the district.
“I chose to apply because I want to be the voice for my colleagues and be a part of making MiraCosta College the greatest resource it can be for my colleagues and me, along with future Spartans," explains Marcial.
Marcial replaces the seat previously held by Juana Reyes, who graduated in spring 2017, and will represent the student population and ensure the bond money is spent according to the comprehensive master plan.

ICBOC serves the taxpayers within MiraCosta College’s district boundaries by:
- Receiving and reviewing copies of the annual, independent performance audit.
- Receiving and reviewing copies of the annual, independent financial audit.
- Inspecting school facilities and grounds to ensure that bond revenues are expended properly.
- Receiving and reviewing copies of any deferred maintenance proposals or plans developed by the MiraCosta Community College District.
- Reviewing efforts by the MiraCosta Community College District to maximize bond revenues by implementing cost-saving measures.
