Parking Requirements Lifted for Downtown Businesses Moving into Existing Buildings

On June 18, the Carlsbad City Council made changes to the Carlsbad Village's Master Plan including:

  • Allowing a business with greater parking demands (such as a restaurant) to locate in an existing building even if additional parking spaces cannot be provided; additionally, no parking in-lieu fee would be required.

  • Allowing microbreweries and wineries as permitted uses in Land Use Districts 1 - 3.

  • Reduced parking standards for restaurants and professional offices.

  • Allowing businesses or developers to "buy out" of providing parking on-site by paying up to 100% of required parking through in-lieu participation.

  • Reducing parking standards for multi-family residential uses.

  • Eliminating the guest parking space requirement for multi-family residential uses.

  • Eliminating the roof-pitch requirement in Land Use Districts 1 - 4.

  • Requiring all ground floor commercial space to fully support legitimate and quality commercial uses.

  • Urban Place, their sub-consultant, The Planning Center, and the city's planning department worked collaboratively over the past six months to bring the changes to Planning Commission several weeks ago, and City Council Tuesday night. The amendments are meant to be a short-term solution to take advantage of impending development pressure and a recovering economy, with the goal of creating an entirely new Master Plan over the next several years.
