$10K Reward For Info. About Alleged Artesia Murderer

ARTESIA, CA – A $10,000 reward was renewed by the Los Angeles County Board of Supervisors Tuesday for information on the whereabouts of a reputed gang member accused of gunning down a 19-year-old man in Artesia in 2013. Supervisor Janice Hahn recommended extending the reward, saying detectives believe it may encourage reluctant witnesses to come forward with information on Boren Lay. The reward, which was set to expire Oct. 20, will now be available for at least the next 90 days.

Lay and four of his associates allegedly confronted a group in a restaurant in the 11600 block of South Street about 1:15 a.m. on July 27, 2013, and someone in the group called Timothy Teopaco for help. When Teopaco arrived, the gang members were driving out of the restaurant parking lot and Lay, armed with a large-caliber revolver, allegedly opened fire.

Teopaco, who was struck in the stomach, died a few hours later at Long Beach Memorial Hospital. His family said he was a former gang member who had been turning his life around after the birth of a son.
