ARTESIA, CA — The city launched updated paid parking and residential permit programs Wednesday, setting a uniform downtown parking rate of $2 per hour and introducing online payment and permit options.

The rate will apply to all designated downtown paid parking areas, including the Corby parking lot, officials announced Tuesday. The city will also end the first-hour-free benefit introduced to support downtown businesses during the COVID-19 pandemic.

Drivers who fail to pay during the rollout will receive warnings while they become familiar with the system. Enforcement for nonpayment will begin Dec. 7.

The city is partnering with Passport Labs Inc. to offer a mobile parking payment app and a mobile-friendly website. Payments will be linked to vehicle license plate numbers, eliminating the need to display printed receipts.

Three new parking meters will also be installed in designated downtown paid parking areas, providing another payment option.

Parking enforcement personnel will be able to scan license plates to verify payments and permits electronically and issue citations using mobile devices. Drivers will also be able to manage citations online.

The residential preferential parking permit program will move to the same platform, allowing residents to apply for and manage permits without visiting City Hall.

"With the new system, residents will have more convenient ways to manage their parking permits, while visitors and customers can take advantage of streamlined payment options when parking downtown," Mayor Rene Trevino said in a statement.

The updates follow changes previously approved by the City Council to modernize parking administration, simplify permitting and establish more consistent regulations.

Residents, business owners and visitors are encouraged to review the requirements before enforcement begins. More information is available at cityofartesia.us/communityservices.
