📰 News we're reading

1. A Message on the City's Budget in Brief (citrusheightsmessenger.com) — Citrus Heights' city manager explains that the newly approved 2026–27 budget is balanced, maintains healthy reserves, and keeps $4 million a year flowing into local street and infrastructure work. The plan also prioritizes public safety and encourages private investment, with more details promised at the State of the City event on November 5.

2. Sacramento Supervisors Restore DA Funds After MOU Dispute (newsreview.com) — Citrus Heights residents may see continued misdemeanor prosecutions after Sacramento County supervisors restored most of the district attorney's requested funding for those positions and a community prosecution unit. Speaking as a private citizen, Citrus Heights Mayor Marijane Lopez-Taff urged supervisors to keep misdemeanor prosecution intact, amid debate over whether the money should instead support social and prevention programs.

3. Cities often squabble over homelessness. A new California law forces one community to try something different (publicceo.com) — Citrus Heights is now required by a new state law to join Sacramento County and nearby cities in a joint powers authority that will coordinate the region's homelessness response by 2028. Supporters say the mandated partnership could streamline services and reduce confusion for unhoused residents, while critics worry about added bureaucracy, costs, and the precedent of forcing local governments to collaborate.

4. Sacramento-area police departments to launch Blue Envelope Program for vulnerable community members (kcra.com) — Police chiefs from Citrus Heights and neighboring cities are gathering at Citrus Heights City Council Chambers to launch the Blue Envelope Program, aimed at helping residents with disabilities communicate more easily with officers. Starting today, free blue envelopes and related items will be available at participating agencies, giving local families a simple way to flag communication or support needs during encounters.
