According to recent public opinion research conducted in July 2019 by independent research firm EMC Research, up to 74% of Citrus Heights residents rate positively the overall quality of city services, safety and quality of life in Citrus Heights.

Residents also identified essential service priorities. Top priorities included:
- Keeping local government transparent and accountable
- Maintaining 911 emergency response and local school safety and security
- Preventing cuts to 911 emergency response and police services
- Reducing homelessness
“This feedback from residents is invaluable and appreciated. With violent crime down 12% thanks to our police department, crime prevention efforts and community patrols, we must also work to reduce homelessness compassionately while ensuring our neighborhood, businesses, parks and public spaces are safe and secure for everyone,” said City Manager Christopher Boyd.
