Community Improvement staff regularly receives inquiries regarding the delivery of flyers, handbills, mailers, and newspapers on residential and commercial property. A company/person can leave newspapers, flyers, or door hangers for commercial solicitation on any resident’s doorstep or driveway without a solicitation permit and business license, as long as they do not try to make contact with the resident. While the City of Claremont enforces codes regulating door-to-door solicitation and provides residents an option to enlist in a “Do Not Knock” registry, the right to place or drop advertisements/solicitations has been upheld in court and attempts to ban such practices by municipalities has been overturned.
