Community Improvement staff regularly receives inquiries regarding the delivery or leaving of flyers, handbills, mailers, and newspaper solicitation on residential and commercial property. A company/person can leave newspapers, flyers, or door hangers for commercial solicitation on any resident’s doorstep/driveway, etc. without a solicitation permit and business license as long as they do not try to make contact with the resident. While the City of Claremont enforces specific Municipal Codes regulating door-to-door solicitation and provides residents an option to enlist in a “Do Not Knock” registry; the right to place or drop advertisements/solicitations has been upheld in court and attempts to ban such practices by municipalities has been overturned.
