Council of Governments Head Pleads Not Guilty

Nicholas Conway, 60, faces four counts of conflict of interest for allegedly obtaining grants that benefited his private company.

The longtime executive director of the San Gabriel Valley Council of Governments pleaded not guilty Monday to four counts of conflict of interest for allegedly obtaining grants that benefited his private company.

Nicholas Conway, 60, was ordered back to court for a preliminary hearing setting on Aug. 29.

He owns Arroyo Associates Inc., which manages the San Gabriel Valley public agency. According to prosecutors, Arroyo received money to manage certain county and state grants that Conway allegedly obtained through his work as executive director, according to the District Attorney's Office.

The grants added $143,000 in additional charges to the public agency for one fiscal-year period, said Deputy District Attorney Dana Aratani.

The San Gabriel Valley Council of Governments includes 31 member cities, three supervisorial districts and the San Gabriel Valley Water Districts, according to its website.
