Concord PD Honors Retiring Sergeant During Tribute Ride: Watch

Concord Police Department celebrated the retirement of Sgt. Shawn Phalen after nearly three decades.

CONCORD, CA — A procession of motorcycle officers rolled through Concord in May in tribute to the end of a 28-year career.

The Concord Police Department honored Sgt. Shawn Phalen, marking the retirement on May 28.

The department said he joined Concord police in 1998. During that time, he worked a range of assignments, including patrol, K-9, major crimes, financial crimes, the Special Enforcement Team, crisis negotiations, and traffic, according to the Concord Police Department. Along the way, he trained and mentored officers as a field training officer, corporal, and supervisor, helping shape the department's next generation of leaders, according to Concord police.

The department promoted Phalen to sergeant in 2018. He earned the Concord Police Department Lifesaving Award, the CHP 10851 Master Award, and the 2025 Blue Knight Award.

To mark his retirement, a team of motorcycle patrol officers conducted a tribute ride in his honor. "Congratulations on a well-earned retirement," colleagues said their final dispatch.
